What differs, and by how much

Different wording The two terms share 电 in their simplified forms but are different words. In Taiwan the standard term is 電訪; on the Mainland it is 打电话 - both point at “to make a telephone call (generally as a representative of a company, school or agency etc”.

Taiwan’s Ministry of Education dictionaries record 電訪、打電話 for this concept. The Mainland standard is among them - the difference is which form each side makes the default.

打电话 is HSK 1 vocabulary on the HSK 3.0 list.

Pair source: CC-CEDICT, which tags the Taiwan form as Taiwan usage.
